What's Annan Talking About?

Secretary-General Kofi Annan has warned Israel and Lebanon against occupying additional territory and told them to refrain from responding to any attacks “except where clearly required in immediate self-defense.”

Now, I know you all think me an Israeli nationalist of the more, er, fervent type.

But what territory could Lebanon be possibly able to "occupy"? They are supposed to simply exert their sovereignty and army over their own country.

Is Annan so inaned with "occupation" that he's now accusing the Arabs of doing so?

Gosh, he really must be mixed up.
