That's Arab construction, just outside of Jerusalem off of Route 443. And as far as I can tell, empty. It's there just to grab land.

Speaking of "infrastructue" - I wonder if these apartments have, you know, "services" as in "running water, electricity, telephone hook-up, etc.??? Why do think they are just shells, there to give us more trouble!
Oh, and they would make great cover for terrorists aiming at the highway, now, wouldn't they?! Just a thought......
As I don't have a car, I can't get there but if you really doubt their Arabness, I'll make an effort to check out.
