A Bronner Boner

Ethan Bronner of the NYTimes writes of the most latest round of Israel-PA talks:

Those negotiations began in Washington in early September, but soon faltered over Palestinian anger at resumed settlement construction, when a previous 10-month freeze ended.

Er, that freeze was announced last November and the Arabs delayed and waited for almost a full nine months to go by before, as it were, negotiating.

They knew that within a month the moratorium on construction would end. They knew 9 months previously that it would so why didn't they start negotiating in December last? And for the past 17 years they have been negotiating without any precondition of a suspension of building. So, Bronner can't include that?
