If the newly adopted law basically does not restrict freedom of speech but rather establishes boycotting or advocating a boycott to be a civil offense, but not not criminal, whereby persons can be sued under the law of damages [neziqin] while also cutting off state benefits, favors, subsidies and tax breaks of the accused and found guilty, then...
is this simply not a counter boycott by the state?
