Odd Numbers

I found this claim in this article:

Palestinian terrorism -- in homes, schools, restaurants and buses; on airplanes, streets and beaches -- ravaged Israel for more than half a century. Between 1954 and 2006, forty-five horrific attacks killed at least ten Israelis. They reached their crescendo between 2002-4, during the Second Intifada, when suicide bombers murdered 128 bus passengers in waves of hideous slaughter.

The sources used seem to tell another version.

This one informs us of "Worst Terrorist Attacks in Israel".  So, obviously, the listing is not comprehensive.  Nevertheless, 10 seems an awufully low number.  The very first attack listed notes 11 murdered.

The second source lists over 2500 dead.

I can't figure it out.

In each of the 45 terrorist attacks referenced, ten or more Israelis were killed. (There were 45 separate terrorist attacks during the stated time period in which 10 or more Israelis were killed - and countless others in which 9 or fewer Israelis were killed.)

If that was the intention, then what should have been written is:

"Between 1954 and 2006, in addition to hundreds of terrorist actions, there were also forty-five horrific attacks in which in every one at least ten Israelis were killed".

and highlighting 1954 might influence people to think that Arab terror did not start in 1949 and that the fedayeen were operative before 1954. yes, an odd way to portray Arab terror.
